When you press the left button on the remote, does the small red LED light up? If not, replace the battery.
All the key does is turn the siren off, it does not disable the alarm. If you turn the key anti-clockwise and remove it, siren is off. Clockwise is on.
The slider switch on the remote controls whether the interior sensors at the bottom of the A pillars are active or not. If the remote/alarm works, the alarm will peep (and indicators flash) twice if sensors are off, three times if on.
Chances are, if it's a '97, that the alarm box is above the glove box and easily accessible by removing the passenger dash end panel.

That is handy. I looked up from the driver's footwell and couldn't see anything there. The hole in the glovebox where the key switch might be is blanked off but I guess that is only for the META alarm.

No, the glove box hole is for the factory fit alarms for European market, UK models had alarms fitted at point of entry or somewhere before appearing at the dealers (horrible thought: maybe the dealers fitted them?)
Maybe you just have a loose connection to the alarm box?
I can't remember now, but if you lock/unlock a door and central locking is working (a separate system controlled by a box under the driver's seat) doesn't the other door lock/unlock too? If you press the door lock button on the dash when inside the car, do the doors lock?

Yes, alarm is just an add-on to sound a siren and flash the indicators. I picked up a new unused 918U kit (with choice of Alfa or Fiat logo on the fob) from eBay some time ago, they do pop up occassionally (system is 10 years old now) but why not just get a new alarm, they're not that expensive? Hopefully you'll get an answer when you find the alarm box under the dash.
